demonstrate the level of professionalism and expertise of
our Practice. Please note that the examples below include
some earlier Projects undertaken by OLSAN Consulting plus
some more recent Projects undertaken by TEF Consulting.

OLSAN Consulting
undertook an in-depth traffic and parking impact
study for this $58M project.
We have accummulated
significant experience in addressing traffic, parking

Prince of
Wales Loading Dock Movements
TEF Consulting
undertook a traffic and parking assessment of the
redevelopement of the Prince of Wales Hospital in
2001.
The redevelopment of
the hospital impacted on the loading docks. A study
of loading dock movemnets and delivery time was used
to determine the impact of the redevelopement.

Travel Time
Surveys
OLSAN Consulting, as
TEF Consulting was formerly known, in association
with Lyle Marshall & Associates Pty Ltd, was a
successful tenderer for this project in 1996, 1997
and 1998 (two tenders). In 1999, OLSAN Consulting
tendered for this project by itself and again was a
successful tenderer.
The GPS equipment and
software necessary for analysis of the survey
material was provided by the RTA Traffic Technology
Branch (Project Manager - Mr Ray Daltrey).
These are large scale
surveys involving meticulous planning and management
and staff training to use modern computerised
equipment on board of moving vehicles. The RTA
requirements for data acceptance are very specific
and have to be met to a fine detail.
We are aware that some
leading Sydney traffic consultancies have declined to
participate in tendering for this job due to its
complexity.
The extent of the
surveys can be seen on the map, which shows
approximately 2/3 of the routes. We had to sacrifice

Western Sydney
Cycleway Survey
In 2004 TEF Consulting
undertook a study of the Western Sydney Cycleways to
dervice the different forms of use.
A survey of selected
cycleway paths in the Western suburbs of Sydney
recording the type of activities being performed,
with the assumed age group of the people using the
paths.
The use of the
cycleways on the road outside Fairfield and
Campbelltown Train Stations were a few of the
locations selected.
From the survey, a
study was done to anaylsis the different types of
activities at each location with the ages groups that
used the the cycleway

Stacey Street
Survey
The Stacey Street
Survey was a survey requested by the NSW Road and
Traffic Authority.
It was a survey of
eight intersections, including an intersection with
the Hume Highway.
This survey included
the counting of light and heavy vehicles with the
queue lengths during the peak periods in the morning
and afternoon.
We had to sacrifice
the quality of the graphics for faster picture

Kingsford
Roundabout (The Nineways) Survey
The NSW RTA approached
TEF Conculting to conduct a traffic survey of the
Kingsford Roundabout (also known as The Nineways) and
the signalised intersection of . This large rounabout
is located on Anzac Parage in Kingsford connecting to
Bunnerong Road, Gardeners Road and Rainbow Street. A

The aim of the survey
was to record the movements of cars, trucks and buses
for the NSW RTA for further analysis.
Due to the size of the
Roundabout, and the requirement to record accurate
data, TEF Consulting overcame the problem by
performing a video survey, digitally recording all
the entries and exits of the roundabout and the
traffic lights at intersection of Bunnerong Road and
Gardeners Road.
Having the data on
video allowed for the counts to conducted within the
comfort of the office. It also allowed rechecks to be
performed to make sure that the data collected was
correct.

Glebe Island
Bridge Boat Survey
The Glebe Island
Bridge Boat Survey was a first for TEF Consulting.
The NSW RTA were interested in marine traffic pasing
through the open bridge during the day.
The included taking
photos of the passing boats, categorising them
depending on the direction of travel and the size of
the vessel.
We had to sacrifice
the quality of the graphics for faster picture

 ENVIRONMENTAL MANAGEMENT

Road Pavement
Noise
This research project,
undertaken by Dr Stephen Samuels prior to joining
OLSAN Consulting, investigated the effects of varying
road pavement surface texture on noise. As particular
emphasis was given to rigid pavements designed and
operated by the Client ( RTA NSW), the project was
partly sponsored by the Cement and Concrete
Association of Australia. The acoustical attributes
of a range of flexible and rigid pavements were
determined empirically. Outcomes of this work have
been applied to developing quieter pavements in
Australia.
Typical examples of
the findings of the project are included on this
page. They show variations in car and truck noise
over a range of pavement types and vehicle speeds. We
had to sacrifice the quality of the graphics for

The
Long Term Acousitc Performance of Road Pavement
Surfaces in Townsville
TEF Consulting has
been engaged by QDMR over a number of years to
investigate

Consulting has been engaged by QDMR over a number of
years to investigate the long term acoustic
attributes of several pavement surfaces in
Townsville. To date these investigations have
involved data collection and analysis over the period
from August 2002 to December 2004. All of the work
involved in the Study was undertaken by Dr S E
Samuels of TEF Consulting. The data collection was
conducted by Dr Samuels with the assistance of Mrs
Lyndell Samuels of TEF Consulting and on some
occasions with the assistance of QDMR staff.
The
following pavement surface types have been included
in the investigations.

A primary outcome of
these investigations was the graph shown here in
which the parameter known as the Statistical Passby
Index is plotted against pavement surface type over
the 2002 to 2004 period. Overall it was found that
the acoustic performance of the pavement surfaces
included in the investigations remained reasonably
stable over time.

 SCATES AND SIDRA MODELLING

Concrete
Crushing and Recycling Plant, St Peters (SCATES
Modelling)
The proposal was for a
concrete crushing plant on part of a larger site
which could be developed for other uses in the
future. HLA-Envirosciences Pty Ltd was the principal consultant
for the preparation of an EIS. OLSAN Consulting
prepared an accompanying report on traffic and
parking impacts.
Council required that
a common access point was provided for the whole
site. New signalised intersection was proposed on a
busy section of Princes Highway. Extensive SCATES
modelling of coordinated traffic movements with tidal
flow was undertaken by OLSAN Consulting for various
stages and scenarios of the possible site. Some
excerpts from our model are included on this page.

SIDRA
Modelling
SIDRA is a
intersection modelling software that is used to
analyse traffic movements.
It is used to analyse
a intersection, obtaining data that can then be
compared with future prediction of traffic increase
from a development. This comparision can then be used
to judge where the increase in traffic will influence
the current situation.

undertook necessary site investigations and prepared
a traffic control plan for drilling works on a busy
arterial road. The firm obtained the RTA approval for
these works in a short period of time. The Traffic

Car and Truck
Manoeuvring
The firm has
particular expertise in application of parking design
standards for checking the design of car parking and
servicing areas. The principal of the firm
successfully acted as an expert witness in relation
to the design of car parking and servicing areas on a
number of occasions. We provide competent advice on
the design of turning areas and grades of ramps. We
work interactively with structural engineers and
architects to find a workable solution in most
difficult cases. Some examples of design checks can
be found below.

The principal of the
firm has given expert evidence on traffic accidents.
The example shown here involved reconstruction of the
accident sequence and providing expert opinion about
compliance of the driver actions with the traffic
regulations.
